“Since the bell” compares the live on-chain price with the last price that printed while the exchange was open. “Fair band” is how far the price can drift before an arbitrageur could profitably correct it — wide bands mean thin pools or a long time until the open, not a prediction. “Set by” counts distinct addresses that traded during the closed window; one person can hold several, and a router shows up as one.
